本招标项目河南省烟草公司南阳市公司2015年烟叶生产灾害保险采购项目已经批准采购，招标人为河南省烟草公司南阳市公司，采购资金为自筹资金，已落实，项目已具备招标条件，现对该项目进行公开招标。
2．招标采购内容
本项目划分为一个标段：
招标范围：
南阳辖区烟叶生产灾害保险，具体内容详见《招标文件》要求。
服务时间：
合同签订之日至田间烟叶采收完毕。
3．投标人资格要求
3.1 本次招标要求投标人须具备：
3.1.1、投标人须为在中华人民共和国境内注册（不包括在港澳台地区注册成立的法人和其它组织）的、拥有中国保险监督管理委员会批准在河南省开展农业保险业务资格的独立法人企业或其分公司，须在南阳市具有经营保险业务的资格及理赔能力；
3.1.2、投标人须具有良好的信誉、经营状况良好，具有独立承担民事责任能力；在南阳市具有固定的经营场地、完善的售后服务体系并能提供快速的售后服务响应；
3.1.3、投标人近三年在政府采购活动中无劣迹，未出现违法、违规经营行为；主要管理人员没有职业犯罪记录；
3.1.4、企业注册地或项目所在地检察机关出具的无行贿犯罪记录证明（出具时间在招标公告发布的报名期间）；
3.1.5、本项目不接受联合体投标。
3.2报名事宜：
3.2.1有意报名的投标单位，请携带以下资料参加报名：
营业执照副本、税务登记证、组织机构代码证、经营保险业务许可证书、保监会颁发的批准其在河南省开展农业保险业务的文件、企业开户许可证、检察机关出具的无行贿犯罪记录证明、法定代表人授权委托书（或法人证书）、被授权人身份证。
以上证件审核原件或公证件，留存加盖公章的复印件两套（授权委托书留存原件）。
3.2.2 报名时间及地点：
